ADMINISTRATOR’S MONTHLY UPDATE
for the TOWN BOARD OF TRUSTEES and the MANCOS COMMUNITY
November 2016
This Monthly Update is a supplemental report for inclusion in the Town Board of Trustees agenda packet, distributing to the community, and for posting on the Town website. It is for informational purposes. Items herein may or may not warrant Board of Trustees discussion, and do not require action unless noted on the meeting agenda.
ENGINEERING IN PROCESS FOR RAW WATER/DISTRIBUTION IMPROVEMENTS
SGM, Inc. has completed survey and preliminary engineering work on a three-part water system improvement project. The town’s main Pressure Relief Valve (PRV) will be replaced, along with upgrades to the town’s water inlet from the Mancos River. Final design documents are scheduled to be completed by mid-December and the town will be advertising for construction in late January. Construction should begin in the spring with a goal for completion by the end of 2017. The total project cost is estimated at $538,858, more than two-thirds of which is funded through three different grant sources.
TOWN WELCOMES TWO NEW EMPLOYEES
Two new employees have been hired by the Town of Mancos in the past few weeks. Richard Baker joined the Public Works Department in the Streets Division as a Public Works Technician and Estaban Valles will begin work on November 14th as a Deputy Marshal in the Mancos Marshal’s Office. Officer Valles has been employed for the past two years with the Montezuma County Sheriff’s Office. Richard has relocated back to the area from Grand Junction, where he worked at the local airport. With the addition of these two budgeted vacant positions, the town’s full time staff is now 13 employees.
HOUSING MARKET AND NEEDS ASSESSMENT
An ongoing concern of the community and elected officials is availability in Mancos of a mix of quality, affordable housing options. The town will be engaging a Colorado firm, Prior and Associates, to provide a Housing Market and Needs Assessment that will analyze the supply and demand for housing, by type. The budget for the study is $10,000, half of which may be reimbursable through a Planning Assistance Grant from the Department of Local Affairs. The results of the study can be shared with private developers, the Montezuma County Housing Authority, the state Division of Housing, and other potential housing development partners.
BACKFLOW PREVENTION PROGRAM
Staff has mailed out letters and a survey to all eligible properties to assess their current water uses and methods of cross-connection control. The Colorado Department of Public Health and Environment has mandated that all public water suppliers develop programs to prevent contamination into the water system caused by backflow incidents. At this time, the town is required to assure compliance for all facilities except for single family residences. ACCESSORY DWELLING UNITS (ADUs) UNDER CONSIDERATION
Based on changing household needs and demographics, many communities have chosen to allow and regulate accessory dwelling units or ADUs. These are smaller, secondary residential dwelling units with a separate entrance on the same lot as a primary one-unit dwelling. They may be attached to, within or detached from the main unit. ADUs are independently habitable and provide the basic requirements of living, sleeping, cooking, and sanitation. They may be occupied by a long-term renter or family member. A public hearing will be held at the Planning and Zoning Commission on November 16 at 7:00 pm for residents wishing to give comment on this issue.
