ADMINISTRATOR’S MONTHLY UPDATE

for the TOWN BOARD OF TRUSTEES and the MANCOS COMMUNITY

January 2016

 

This Monthly Update is a supplemental report for inclusion in the Town Board of Trustees agenda packet, distributing to the community, and for posting on the Town website. It is for informational purposes. Items herein may or may not warrant Board of Trustees discussion, and do not require action unless noted on the meeting agenda.

 

2016 ELECTION INFORMATION

The Town of Mancos Regular Municipal Election will be held on Tuesday, April 5, 2016. The

Election will be conducted via Mail Ballot. In addition to asking voters to approve a ballot measure seeking an “opt-out” provision that will allow the town to better utilize its fiber infrastructure at no cost to voters, there will be several seats open on the Mancos Board of Trustees. In addition to the Mayor, there are five Trustee positions that will be on the ballot. Nomination petitions for the office of Mayor or Trustee are available for circulation now. Nomination petitions must be filed with the Town Clerk’s Office no later than January 25, 2016 at 4:30 p.m. Candidates must be at least 18 years of age on Election Day and must be a registered elector. Candidates must also have resided within town limits for twelve months preceding the date of the Election. Please contact Town Hall for more information.

 

MANCOS MARSHAL’S OFFICE POSITIONS

The town is currently advertising for two positions-the Town Marshal and a Deputy Marshal. Candidates must be Colorado POST Certified and must have a minimum of five years of law enforcement experience for the Marshal position and one year of experience for the Deputy Marshal position. All candidates will undergo a rigorous screening and interview process prior to selection. Applications are due by January 22. Please contact Heather Alvarez at Town Hall for more information.

 

DOG LICENSES REQUIRED

Did you know that all dogs in town must have a current town license? Annual licenses for neutered or spayed dogs are $15 and unneutered/unspayed dogs are $20. Please stop by Town Hall to pick up your 2016 dog license today. Proof of rabies vaccination from your veterinarian is required. Officers may ticket you for having an unlicensed dog, as it is against municipal code. Benefits of licensing your pet are numerous. A dog license helps town staff locate you in the event that your pet is lost and helps to support animal control in town limits. TOWN ADMINISTRATOR IS SWCCOG CHAIR IN 2016

Andrea Phillips will serve as the Chair of the Southwest Colorado Council of Governments in 2016. The SWCCOG is a regional organization that addresses issues of mutual concern to area governments. Mancos and 13 other municipalities and counties are members of this organization. Initiatives in 2016 include maximizing the SCAN investment in fiber through broadband planning, increasing opportunities for shared services, transportation planning, and administering regional programs. MAIN STREET BRIDGE OFF-SYSTEM FUNDING

The town’s Main Street Bridge was originally built in 1912 and was recently rated as structural deficient and in need of replacement. A Special Highway Committee responded favorably to the town’s request for Off-System Bridge Replacement funding and approved 80% of the cost for this (estimated) $1.0 million project. The town will coordinate with CDOT on the funding timeline and will seek additional outside funding towards the local contribution. At this time, staff estimates that the bridge will be 2018 project.

 

2015 YEAR END REPORT AND 2016 WORK PLAN

Staff is preparing two important documents to share with the Board of Trustees and the community. First, the 2015 Year End Report details the many projects that the town has accomplished throughout the year. Serving as a guiding document for the work of staff in the coming year, the 2016 Work Plan incorporates the initiatives of elected officials and the departmental projects and programs. Quarterly reports provide updates on the progress of these items. Both reports will be available at the end of this month.

 

2016 AGENCY CONTRIBUTIONS

Each fall, the Board of Trustees evaluates proposals from Mancos area non-profit agencies for mini-grants. Organizations must benefit Mancos area residents. The agencies selected to receive funds in 2016 include: Medicine Horse Center ($500), Chicken Creek Outdoor Recreation Area ($500), Mancos Senior Center ($1500), Axis Mental Health Center ($1000), Montezuma School to Farm ($500). While not part of the annual Agency Contribution process, the Board of Trustees voted to provide $5,000 in 2016 to support the Mancos Public Library.
