ADMINISTRATOR’S MONTHLY UPDATE

for the TOWN BOARD OF TRUSTEES and the MANCOS COMMUNITY

August 2015

 

This Monthly Update is a supplemental report for inclusion in the Town Board of Trustees agenda packet, distributing to the community, and for posting on the Town website. It is for informational purposes. Items herein may or may not warrant Board of Trustees discussion, and do not require action unless noted on the meeting agenda.

 

APEN PERMIT REQUIRED OF WESTERN EXCELSIOR, PUBLIC COMMENT ALLOWED

An Air Pollution Emission Notice (APEN) permit is being required of Western Excelsior Corporation by Colorado Department of Public Health and Environment Air Pollution Control Division. The APEN identifies point sources of emissions and thresholds for those emissions. The public will have an opportunity to comment on the permit during a 30-day period. Comments must be provided in writing (either through email or mail) and sent directly to the state’s Air Pollution Control Division.

 

TOWN ACCEPTING APPLICATIONS FOR AGENCY CONTRIBUTIONS IN 2016

Each year, the Town of Mancos budgets limited funds to support area non-profit organizations. Applications are due by 5:00 p.m. on September 15. All area organizations who feel that their activities meet the funding priorities that are set by the Board of Trustees are encouraged to apply. 2016 BUDGET PLANNING BEGINS

Initial conversations are occurring now around planning for the next year’s annual town budget. Members of the Board of Trustees and department heads met to discuss goals and objectives for FY 2016, which begins in January. By law, the Town Administrator must introduce a budget to the Board of Trustees for consideration and the final budget must be adopted by December 15. The annual budget includes capital expenditures, operating expenditures, and projections of revenues, by fund. The public is invited to participate in this important planning process by attending budget workshops and regular town Board meetings this summer and fall.

 

RAW WATER DESIGN AND GRANT OPPORTUNITIES

The town is working with its contracted engineering firm to conduct preliminary designs and explore grant options for additional improvements to the water system supply. In a continuous effort to maximize public dollars by leveraging other funding sources, town staff will be applying for grants this fall to make improvements to the raw water intake and distribution of treated water in older areas of town. Specifically, the town is seeking to rebuild and enhance the capacity of the PRV station (pressure relieving valve) feeding the town’s supply, making improvements to the head gates and overflows of raw water into the system, and replacing old water lines in the southeast section of town.

 

NEW FURNITURE DOWNTOWN

In addition to wine barrel “branded” planters downtown, residents and visitors will also see a few additional pieces of street furniture. Bike racks, provided by PutUp Bikes of Durango, will be placed in three locations. New visitor information kiosks, purchased by the Mancos Valley Chamber of Commerce, are located in the Grand and Main Corner Lot (GMC Park) and on the northeast corner of Boyle Park. In addition, a local ranching family has lent an 1892 horse-drawn road grader and a 1928 McCormick Deering tractor for display at the GMC park downtown.
